Govt Arts and Sports College was founded in 1961 as State College of Sports. The objective in setting up this institution was to produce sportsmen who would fly high the Indian tri-colour at the World Olympics and International sports meets and also of giving them regular university education so as to enable them to find respectable placements in society. It was the only college of its kind in the whole of Asia. The sports persons who were admitted were given free boarding, lodging and education with excellent coaching facilities in various sports. On the academic side they studied arts as well as science subjects from B.A. /B.Sc. degree. 

This institution has produced at least 100 players of national and international repute which includes 5 Arjuna Awardees. Department of Music was added to the college from the current session. Arts stream subjects such as English, Economics, Public Administration, Functional English, Geography, Elective Hindi, History, Punjabi and Physical Education are being offered to the students.
