Scientific Research Should Be Carried Out And Controlled By The Government IELTS Writing Task 2 consists of three sample answers provided below. Band 8 IELTS Essay

Some argue that government entities, not private enterprises, should conduct scientific research. I believe that the government should do research in areas affecting national security and public safety. But private enterprises may also conduct research in other areas. However, some private research labs work equally well by assisting the government in the research. But it is equally important for the government to intervene in the activities of private research labs. In my opinion, the government is more people-driven and this is the only reason I feel they should be the sole body to conduct research activities.

The fundamental rationale for insisting on stringent government control over specific research fields is to avoid misconduct. For example, research on nuclear weapons and atomic reactors should be closely monitored by the government. Moreover, it should be carried out in accordance with agreed-upon regulations throughout the world to avoid wrongdoing. There were debates regarding the proper research by these private labs and many thought it to be a business for earning huge profits. Private labs invest a lot of money and it would make no sense for them to wait to get better results. Private organisations are not people-oriented as they tend more towards investments and profits. Further, they are not accountable to the public in case of any problem. Many private research labs manipulate their research for their benefit.
Thus, the research is mainly of biassed nature. Therefore in my opinion, when dealing with human wellbeing and safety, scientific research should always be carried out by the government. It will ensure more transparency and more accurate results. Government officials are accountable to the people in case of any problem. So they would not want to bring such situations and thus they are very cautious about their research.

Band 7.5 IELTS Essay

The development and growth of the country depend on its government. The advancement and up gradation in technology depends on the government investment. Thus, the government recognizes its people and therefore understands their needs. For this sole reason, I believe the government solely should carry out the scientific investments according to the needs of its citizens. Many arguments may be given to explain why the government's involvement in controlling scientific studies is so important. To begin with, private firms such as pharmaceutical corporations do numerous research activities in order to develop a novel treatment for a certain condition. This results in a single firm claiming exclusive rights to the drug only for the sake of commercial profit without benefiting public health. Whereas a government body is capable of incurring losses even after multiple failures in its research. So, relying on private research is not a fruitful idea as they may not conduct their research after failure. Another most important aspect is the disclosure of scientific information. Government bodies monitor their research team and have high security. There is no way for leakage of important information as this could be a security threat for the nation. But in reality, many good private organisations work equally as well as the government.

For example, Bharat biotech is a private organisation that has manufactured vaccines for diseases like cholera, malaria, typhoid, and flu. These indulged perfectly conducted experiments keeping the safety of people in mind. Therefore the government should also support organisations like this as they may be a helping hand for developing the nation.
To conclude, after proper analysis of all the above-said reasons, I believe the government funds its research. This will ensure keeping the interest of the public in mind and thus should conduct scientific activities. Even if private labs want to conduct, then there should be a proper intervention of the government.

Band 6 IELTS Essay 

Many people believe that the government should only conduct scientific research. In my opinion, I believe that private organisations should also get the freedom to conduct their experiments. The government researches for the country as a whole and thus many segments of people do not get many benefits from the research. Whereas a private body can research for a particular group of people. The scope of scientific research is very large and the government can't cope up with it.

Thus private labs should be given in charge of the important activities which are not carried out by the government. The benefit of government research sometimes does not reach many people. But private organisations make sure that the benefit of research is availed by the targeted segment. Many private organisations and individual discoveries have been useful for the world. Individual inventors like Willem Kolff who has invented the kidney dialysis machine and inventor of Television John Logie Baird have made our lives easier. Although private organisations are given the right to conduct a scientific experiment, they must be monitored properly by the government.
To be precise, I believe that corporations should own scientific results. To begin with, in terms of the function of capitalism. All individuals, including inventors or scientists, can follow their interests that can generate money by selling ownership or ideas of inventions or outcomes. Furthermore, it is normal for businesses to advertise their profits through those doing research.
For example, the web series named Stranger Things showed how a private lab that had no government intervention used its research information. This was so for its benefit by putting in danger the lives of people. Thus they must be controlled as some of them might be doing their work for monetary gains.
To summarise, I believe that we should take examples of individual inventors and private organisations like Bharat biotech and AstraZeneca Oxford. These have developed the covid-19 vaccine who have made perfect research for the world. Therefore private companies should be allowed to research by the government with their constant monitoring.
