MHRD Calls for DPR from Institutions of Eminence (IoEs)


On Friday, the Ministry of Human Resource Development (MHRD) directed all institutions under the Institution of Eminence (IoE) scheme to submit Detailed Project Reports (DPRs) at once and declared the making of a project management unit to monitor the works of the IoEs.

The Union Human Resource Development Minister Ramesh Pokhariyal administered a review meeting on the progress of works sanctioned under the IoE scheme.

“A Project Management Unit should be established in MHRD for monitoring the works of the IOEs and HEFA in 15 days. A commitment letter from the ministry will be issued to various public institutions of IoEs that funds will be released for expenditure done as per the MoU. Construction activities are open now and work may be expedited in IoEs which have stopped due to COVID-19,” the Minister said.

“DPRs for IoE works have to be submitted by institutions immediately. A vision document of three years may be prepared by each institute and sent to MHRD for compilation,” he added.

The IoE scheme was launched in 2018. According to it, 20 institutions, 10 private and 10 public, would be selected that would enjoy total academic and administrative autonomy. In the first lot, IIT Delhi, IIT Bombay and the Indian Institute of Science in Bangalore were given the status in the public category, while Manipal Academy of Higher Education and BITS Pilani were selected from the private category. From the Greenfield category, Jio Institute by Reliance Foundation was selected.

In September 2019, five public institutions were awarded the status. They were Delhi University, Banaras Hindu University, Hyderabad University, IIT Madras and IIT Kharagpur.

A Letter of Intent for granting the IoE status was given to five private universities: Amrita Vidyapeetham and Vellore Institute of Technology in Tamil Nadu, Kalinga Institute of Industrial Technology in Odisha, Jamia Hamdard University in Delhi and Bharti Institute in Mohali, of the Satya Bharti Foundation.

Public educational institutions that are deemed IoEs will receive funds up to 10 billion INR from the government. Though private institutes will not get financial perquisites, they will get more autonomy as a special category Deemed University. Additionally, the IoEs will not be exempted from inspection by the University Grants Commission (UGC).
