Both the institutes are good as per their own. But if you are interested academically, IISc Bangalore is considered to be the best option.

The kind of research exposure and the freedom and opportunities that are provided by the institute cannot be compared with any other institute.

Almost all the institutes have some type of particular labs that are considered to be the best in the country so it is important for you to look into your interest areas as to who are the people you want to work with in the future and then make a comprehensive decision. If your plans consist of academics then IISc is considered to be a better option than IIT Madras as it is more focused on research-oriented teaching. But if on the other hand, your focus is in the corporate sector, then IIT Madras has better exposure and placement opportunities for you.
