According to the Registrar's circular, institutions must pay 25,000 per course, per section, for every programme they provide, including certificate, diploma, and UG and PG professional courses. Colleges must pay the fee online from the fourth year of UG and the third year of PG.

The decision was taken by Madras University after a local fund audit revealed that, despite the rule demanding the affiliation fee, it had not been collected.

Some top university officials pointed out that the legislation did not clearly provide that colleges should be charged an ongoing affiliation fee and that it was only a one-time fee until the first batch finished its course.

The authorities said they could not have made such a mistake since it would have compromised the institution's earnings.
