Which one is better for M.Tech in construction management either IIT Delhi or IIT Madras?

You should go ahead with IIT Madras. There you will get access to the senior management offices of Larsen & Toubro along with a lot of other construction firms. You can compare other aspects like faculty and curriculum between both institutes but this is a subjective matter. The proximity to these companies is a game-changer.
I have a few friends from IIT Madras and according to them, the professors at IIT Madras are excellent. The program there could also be a little demanding but this is to ensure that students strive for excellence. Moreover, you will also get a better campus at IIT Madras as compared to IIT Delhi.
My advice to you would be to take a look at the curriculum at both institutes and see what interests you more.
