Its nearly impossible to get any branch in any of the colleges mentioned above. The colleges mentioned above are all NITs in particular NIT Goa, NIT Jaipur, and NIT Delhi. None of the NITs open admission for the rank of around 180k so it would be better if you should prepare well and appear for the exam in the next year or take admission in any private college. Theres no chance that any NIT would offer admission for 180k rank.

Will I get into mechanical engineering in NIT Goa with a 40k rank in the JEE Main?

No, it is not possible to get admission to the mechanical engineering branch of NIT Puducherry with a rank of 40k, through another state quota. Will I get CSE at NIT Goa if I have a 19k OBC NCL rank?

So, getting admission to the institute will be tough if you are not a resident of Goa. The counseling process is done based on the AIR and not the category rank. The category rank is just a measure to rank you in your particular category. If your category is OBC NCL then your category rank would be the position among the other OBC students who had appeared for the examination.
