Both Electronics and EXTC students can appear for Telecommunications companies. However, EXTC has better scopes in this field.

If your need is a job right after graduation, then NITs certainly are good alternatives. In this scenario, NIT Meghalaya & Nagaland would be safer. But don't expect dream companies on-campus placements. The university of Tezpur can also offer you few IT placements, but TU placements are not comparable to the NITs.
TU will be the best choice amongst those listed if you want to learn, explore, study ECE, CSE fields. The University of Tezpur has great ECE & CSE departments. Both departments are over ten years old. In comparison with NIT-Silchar, TU's CSE faculty & labs better. Yes, IIT Mandi offers a good curriculum, infrastructure, and placement for M.Tech programs, though they are newly associated. For ECE, IIT Mandi had only Communication and Signal Processing before but has started Power Electronics and Drives, and VLSI streams recently.

So, it can be concluded that M.Tech ECE at IIT Mandi can be considered as a good option for students.
ECE at NIT Rourkela is good. However, this branch is tough compared to branches like Ceramics, Meta, etc. Some of the advantages of choosing ECE are the great placement opportunities, highly structured course curricular, etc. Whiles few of the cons of joining this branch are time-consuming workload, strict faculties, etc. The department is also quite further away from the hostels.
Although many might not agree, I think ECE is much better than electrical engineering. People tend to choose IID mainly because of the brand name that comes attached to it. If the tag was to be negated, then by all terms IIT Roorkee is better than IIT Delhi’s Electrical Engineering.
Moreover, I feel Electrical has too much workload both in IIT Delhi as well as Roorkee. This does not save you time for extracurricular activities.
Delhi is one of the most polluted cities in India and does affect the overall educational experience of the students. Although my personal suggestion is to opt for IIT Roorkee ECE, it’s better to talk to students from both institutes and branches.
This answer can be answered in 2 aspects; branch wise and Institute wise.
Branch-wise, ECE is way ahead of Manufacturing Science and Engineering and has a wider scope after graduation. ECE students are hired by both electronics and software companies. Moreover, ECE is a major stream whereas Manufacturing is just a sub-stream under Mechanical Engineering.
Specifically talking about colleges only, I would suggest you choose IIT KGP which has a stronger brand name and legacy than BITS Pilani Hyderabad. Its reputation is not just limited to India and has great scope outside India as well. It gets better and more companies than BITS during campus placements.
One major point of difference is the location of both institutes. Hyderabad has a much superior location than IIT Kharagpur thus offering better college life and exposure. IIT KGP is remotely located and lacks the necessary industry touch and exposure.
You have to travel long distances just to eat or do shopping. You will miss out on city life and the opportunities it has to offer. While the campus is great, you have to stay inside as the world outside is desolate. Spending 4 years without much exposure might limit your opportunities.
Hyderabad on the other hand has everything city life has to offer apart from being a major IT hub. This makes it possible to apply for campus jobs as well which is not possible in the case of IIT KGP.
In the end, it’s you who has to make a decision. Go where your heart is inclined the most be it ECE or Manufacturing at IIT or BITS. Just make sure to make a decision that will not make you regret it later.
