If you intend to join public sector, then Civil is the best branch as there is very less competition compared to other branches. You can go for PSU's through GATE or join Engineering Services. Also if you are strictly after govt. jobs, then you can take civil at IIT Guwahati.
IIT Guwahati is comparably better than IIT BHU. It is one of the seven old IITs with good academics and placement records.
